The Concepts, Interoperability, and Capabilities (CIC) Branch of the CCOE plays a key role in providing subject matter expertise in the field of NATO Civil-Military Cooperation (CIMIC).

CIC supports the transformational and operational needs of NATO’s Strategic Commands, Sponsoring Nations, and other stakeholders, including contributions to the development of CIMIC policy, doctrine, and standards. The branch considers the activities of NATO and crucial non-NATO actors such as International Organisations (IOs), particularly the UN and EU, non-NATO nations, and key Governmental and Non-Governmental Organisations (GOs and NGOs).

To fulfil its mission, CIC collects valuable knowledge and experience by participating in and organising relevant seminars, workshops, conferences, concept development initiatives, experiments, exercises, and studies. This knowledge is analysed and integrated into CIMIC policy and doctrine, influencing the future of CIMIC education and training, including operational exercises and civil-military collaboration in crisis management.

Being part of a global network of experts from GOs, IOs, NGOs, civilian universities, research institutes, military academies, and other relevant entities allows CIC to provide state-of-the-art knowledge on CIMIC-related topics, ensuring that NATO remains at the forefront of civil-military cooperation.
