The Resilience through Civil Preparedness Course (RtCPC) is a collaborative effort between the Crisis Management and Disaster Response Centre of Excellence (CMDR COE) in Sofia, Bulgaria, and the CIMIC COE in The Hague. The course aims to provide senior military and civilian experts, primarily at the strategic and operational levels, with a comprehensive understanding of resilience within their respective fields of expertise. It is particularly suited for military and civilian experts involved in Crisis Management (CM) or Civil-Military Cooperation (CIMIC) who have a solid understanding of NATO’s structure and primary responsibilities in Civil Preparedness.

Students will learn to articulate the interconnection between resilience and civil preparedness and its implications for military activities and operations. This understanding will help them appreciate civil preparedness as a foundational element of resilience within military contexts. Furthermore, they will gain the capacity to integrate resilience aspects into medium and long-term planning processes within their chains of command. This integration is crucial as resilience considerations can enhance the effectiveness and adaptability of military strategies, thereby contributing to overall mission success.

The RtCPC also emphasises practical learning, incorporating syndicate work and direct application of theories in fictitious scenarios. Supported by various subject matter experts, the course offers a lively and interactive learning process, ensuring that students can immediately apply their knowledge in realistic contexts. This holistic approach fosters awareness and appreciation of the strategic layer of resilience on the operational level, ultimately preparing students to meet the demands of modern military and civil preparedness challenges.
