Experimentation at the NATO CIMIC Centre of Excellence (CCOE) involves structured investigations designed to generate evidence and insights that support the development of innovative concepts, approaches, and capabilities. This process spans multiple stages, including:

  • Information Discovery: Identifying gaps, challenges, and opportunities within civil-military cooperation (CIMIC).
  • Hypothesis Testing: Developing and testing new ideas, methodologies, and technologies in controlled environments.
  • Validation: Ensuring the feasibility, effectiveness, and scalability of proposed solutions through evaluation.

The primary objectives of experimentation at the CCOE are to:

  • Anticipate the Future: Explore how CIMIC will evolve in response to emerging threats, trends, and challenges.
  • Address Capability Gaps: Develop credible, evidence-based solutions to current and future shortfalls in CIMIC operations.
  • Innovate with New Concepts: Propose, assess, and refine novel CIMIC methodologies, tools, and frameworks to ensure their viability and value.
  • Prepare for Opportunities and Risks: Examine potential scenarios to better understand and prepare for future problems or opportunities in civil-military cooperation.
